Amidst the biannual bird migration along the East Asia-Australasia Flyway, the remarkable journey of a diminutive avian creature has sparked widespread fascination. Revered as the spoon-billed sandpiper, this critically endangered wader, with a global population of only 800, is regarded as one of the "flagship species" for the protection of wetland ecosystems along the flyway.

每年春秋两季，逾千万只候鸟沿东亚-澳大利西亚迁飞通道南下北上，其中有一种身材娇小、喙若汤匙的水鸟，无论身在何方，都能引发广泛的社会关注。它就是全球仅剩不到800只的“极危”物种勺嘴鹬，也是对所在迁飞通道的湿地保护有着重要意义的“旗舰种”之一。

The protection of spoon-billed sandpipers and other flagship species, and the dissemination of relevant knowledge, was one of the focal points of the first China Mangrove CEPA (communication, capacity building, education, participation and awareness) International Symposium held in UpperHills, Futian District on Thursday.

在于7月6日举办的首届中国红树林湿地教育CEPA国际研讨会暨2023中国自然教育大会湿地教育CEPA分论坛上，勺嘴鹬等“旗舰种”保护的公众传播能力是重要议题之一。

Envisioned by The Ramsar Convention on Wetlands, the ongoing CEPA program stands as its fourth edition, crafted in alignment with the convention's four strategic plans ratified during the 12th Meeting of the Conference of the Parties (COP12) in 2015 and will remain effective through 2024. The convention recommends that communication, capacity building, education, participation and awareness are employed in all areas and at all levels for “wetlands that are valued by all.”

CEPA是由《关于特别是作为水禽栖息地的国际重要湿地公约》（又称《国际湿地公约》或《拉姆萨尔公约》）倡导的交流、能力建设、教育、公众参与和意识推广战略。现行的CEPA战略根据在2015年6月举办的《国际湿地公约》第12次缔约方大会上通过的第四版《湿地公约》战略计划修订，将实施至2024年，旨在各领域、各阶层广泛推行普及湿地教育，增进公众的保护意识。

The symposium, slated to be held every year in Futian District, brought together representatives from national, municipal and district governments; domestic and international wetland education centers and nature reserves; as well as NGOs and individuals who have made notable strides in nature education and environmental conservation. 

首届研讨会上，福田区与中国林学会在会上共同签订合作备忘录，确定将中国湿地教育CEPA国际研讨会作为中国自然教育大会的固定分论坛，每年在福田区举办。当天，来自国内外湿地主管部门、自然保护区、专业机构的专家学者及实践人员共聚一堂，分享交流湿地教育经验，探讨湿地保护及公众宣传的发展路径。

Protecting wetlands in cities 保护城市里的“湿地绿洲”

The convention mentioned in its ongoing CEPA program that wetlands and other environmental centers are catalysts and key actors for activities that promote its objectives on wetland education and conservation.

《公约》指出：自然教育中心在推动CEPA湿地教育战略中扮演着重要角色。

At the symposium's main forum, delegates from the operators and managers of wetland centers in the U.K., Singapore and China’s Hong Kong and Shenzhen offered insights into planning and management of urban wetland centers, shedding light on their pivotal role in strengthening community outreach endeavors aligned with CEPA’s principles. 

在研讨会的主论坛上，来自英国、新加坡、中国香港及深圳福田区、南山区等共6个湿地代表进行了题为“城市中的湿地教育中心——国际优秀湿地教育中心案例分享”的主旨报告，阐明湿地教育中心在CEPA战略的框架下服务社区和群众的重要作用。

According to Connor Walsh, international engagement officer at Wildfowl & Wetlands Trust (WWT) in the U.K., the trust’s London Wetland Center was renovated from a disused reservoir in Barnes, south London, and has "proximity" to key resources, authorities and opinion leaders which will help CEPA better reach the local community thanks to its location. 

英国水禽与湿地保护基金会（WWT）国际项目官员康纳·沃尔斯（Connor Walsh）介绍了位于伦敦南部巴尔内斯区的伦敦湿地公园。认为该公园由于地处首都，对当地的优质科研资源、主管部门及意见领袖有着”近水楼台先得月“的优势。

Since the inception of Hong Kong's Mai Po Nature Reserve in 1983, nurturing environmental awareness has remained a pivotal aspect of its endeavors, according to Yamme Leung, director of education at WWF (World Wildlife Foundation)-Hong Kong. 

无独有偶，地处亚洲金融中心——香港的米埔自然保护区成立于1983年，据保护区管理部门世界自然基金会香港分会教育总监梁恩铭介绍：自保护区成立起，自然教育便已经成为其工作计划的重要一部分。

"Our aim is to enlighten every individual about Hong Kong's multifaceted identity — not solely as a global metropolis but also as an oasis teeming with diverse wildlife,” he said.

“我们想让市民知道，香港不仅是一座国际大都会城市，也是一处有着丰富物种多样性的生态宝地。”梁恩铭说道。

Every individual counts 只要人人都献出一份力

The identity of Shenzhen's 16 Mangrove Wetland Education Promotion Ambassadors appointed at Thursday's symposium, including 13 local school principals and three representatives from business, media and showbiz, showed the driving power of individuals, especially leaders in a field or industry, in raising public awareness and disseminating knowledge related to wetland conservation.

On Oct. 8, 2022, the second World Migratory Bird Day, the Shenzhen Mangrove Wetlands Conservation Foundation (MCF) released a video on its social media accounts of actor Wang Kai's expedition to the stopover of spoon-billed sandpipers at Tiaozini Wetland in East China's Jiangsu Province, which has been viewed over 13 million times so far. Wang has been serving as the ambassador of MCF’s “Saving Spoon-billed Sandpiper” campaign since 2020.

2022年10月8日，世界候鸟日，一条发布在红树林基金会（MCF）各社交媒体平台的视频火遍全网，观看量已突破千万大关。视频中，知名演员王凯来到位于江苏省东台市的条子泥湿地，探索勺嘴鹬的越冬地。自2020年9月起，王凯便已开始红树林基金会的“拯救勺嘴鹬全球守护大使”。

While celebrities, key opinion leaders and other public figures play an important role in CEPA’s implementation, young people age between 18 to 35, especially young professionals who have already worked in wetlands, help deliver better wetland conservation methods across generations, according to Chris Rostron, WWT's International Engagement Manager.

名人效应固然重要，新生力量亦不可小觑。英国水禽与湿地保护基金会（WWT）国际项目主管、湿地公约CEPA督导小组副主席Chris Rostron表示：18至35岁之间的年轻人，尤其是那些已经投身于自然保护工作的青年实践人员，是确保湿地保护可持续发展的生力军。

Cross-regional cooperation essential 携手保护同一片湿地家园

On Friday, around 60 delegates took a tour around Futian Mangrove Ecological Park, Futian Mangrove National Reserve and OCT Wetland. Guo Xiaoying, manager for communication at Guangxi Biodiversity Research and Conservation Association (BRC), attentively surveyed her surroundings through her binoculars along the "Moon Tao" educational trail within OCT Wetland, ending up spotting a delightful duo of Swinhoe’s white-eyes.

7月7日，研讨会与会代表来到福田红树林生态公园、福田红树林国家级自然保护区和华侨城湿地公园参访。在华侨城湿地公园的“月亮步道”参观的时候，广西生物多样性研究和保护协会（美境自然）传播经理郭潇滢一直用手中的双筒望远镜专注地搜寻着头顶茂密的树冠，最终发现了一对暗绿绣眼鸟，它们一边欢快地叫着，一边在枝叶间跳上跳下。

Guo saw the symposium as a good opportunity to promote cross-regional cooperation in wetland conservation.

在接受记者采访时，郭潇滢表示本次研讨会聚集了来自五湖四海的自然教育及生态保护从业者，提供了相互借鉴、共同进步的良好平台。

“Nature conservation should not be regarded as a rigid concept, as its guiding principles and methodologies can be adapted to suit diverse local environments and audiences,” she said. “Through meaningful exchanges of ideas with nature education organizations and individuals from different regions, valuable knowledge can be shared, and lessons can be learned.”

“我在观察中发现，大家虽然都是在同一个主题下做事，但是因为地域、环境和受众的不同，其实做的事情都是各有特点的。那么我觉得在这个过程中，我们能够相互去汲取对方做得好的部分是非常重要的。”郭潇滢说道。

Leung also shared his opinions on the cooperation between Shenzhen and Hong Kong on the conservation of Deep Bay (Shenzhen Bay) with Shenzhen Daily.

梁恩铭在接受采访时也提到了深港两地共同守护后海湾（深圳湾）湿地的努力。

"When the Futian Nature Reserve embarked on its plan to transform the abandoned fishponds into 'gei wais' (ponds enclosed by bunds), designed to serve as bird habitats during high tides, they invited experts from Mai Po to assess the sites and provide valuable suggestions for the renovation," Leung explained. "Conversely, we also gained knowledge from Futian regarding the effective use of sluices to regulate the flow of freshwater and seawater, establishing a fruitful exchange of insights between our two organizations."

“福田红树林国家级自然保护区在开展湿地修复工作的时候，想到了把废弃的鱼塘改造成潮位高是可供鸟类休憩的‘基围’。香港的专家就来到福田，为修复工程建言献策。同样地，福田这边也有一些管理措施值得我们学习，比如说用人工和电子水闸辅助湿地管理等。”梁恩铭说道。

The two sides have also cooperated in conducting the annual global census of black-faced spoonbills, eliminating invasive species such as the golden apple snail, and holding educational exchange programs.

此外，深港两地还在开展黑脸琵鹭全球普查、清理福寿螺等外来物种、联合开展研学活动等方面实现了跨区域合作。
